doesn't use all troops

for now, my only workaround is not saving a full camp army in the quick train. i leave room for 2 small troops. its not a great workaround, but atleast better than completely messing up the army queue. at the end of each day, i have to add some troops myself to the queue incase the 2 troop gap per attack starts adding up.
