So.. after uninstalling and deleting 1820 RC6 and installing 1821 RC2... try to run and comes up with this error

Reinstalling 1820 RC6 and it runs fine again.

Any help is appreciated.. apart from installing 64bit Windows

What windows are you running?

Win7 32-bit lol ... worked perfectly on all the older version of CF

Can you check if firewall or antivirus is blocking the bot from running? try deleting the folder in C drive and redownload and install again ?

All allowed in the firewall/antivirus. I deleted the folder in C drive and redownloaded and installed again.. same error. Also installed into a different folder in C drive and same error.

Alright I'll forward the error to the devs see whats the problem , meanwhile i recommend you deleting current version and install 18.20 if you wish
