Does this new version and memu support multiple accounts too?

Like say i have 4 accounts, so can i switch  between them when all the builders are busy upgrading something in one of the account

Till now if i have to do it, i have to completely uninstall bluestacks and bot from my system and have to again install it as fresh installation

Yes dude u can switch ur gmail account in coc setting ...but you need to update gplus games ..
